EMS Broken?

Okay, so I've had trouble controlling the boost since I installed the EMS.
Tested the WG Solenoid on another stock car, works like a champ, so I goto a friends house to test the wiring, it checks out.
I now know its something to do with the EMS, tested it with a multi meter, its out putting 12v's but never pulsing, only ever stays full on.
Any input on this would be great, or should I at this point now send the EMS back?

What frequency are you driving your solenoid at? Are you seeing any output on your WG Out parameter?

15h, and yes I see the duty cycle I inputed on the WG OUT...
For testing I tried every freq to see if it would register on the meter.
