03 Miata - Rich spike cant tune out

So I have had this problem from the day i installed the FIC.
At almost exactly 3000 RPM the car will suddenly spike rich. Its quick but you can see it every time on the wide band, and the ECU fuel trims if you are watching them.
I cannot find an explanation for this problem and tuning the FIC doesn't do anything..
All my LT fuel trims are now with in 2% but the problem continues. Could this be a hardware defect in the FIC?
2003 Miata LS 1.8
T2554 turbo
550cc injectors
MAF is not connected to the FIC.
