All the base cals are included with the EMS software.  If you've already downloaded the AEMPro just go to C:\Program Files\AEM\AEMPro\Startup Calibrations\Ford and select your base cal.

Are these the same cal files that have been released before or do they include updated tweeks and/or other changes?

The link is most likely broken because it's for firmware version 1.11. The most recent base cals come with the software, and they are the latest 1.19 version. 

They are just base tunes to get the car to start, you will need to tune them no matter what your setup.
